PREFACE
1. Developed under the leadership of the Government Committee on State Organization under the Grand Duke of the Virtual State of the Principality of Circassia.
2. It is included in the state register of the Circassian Committee for Technical Standardization.
3. Approved and put into effect by the Resolution of the Circassian Committee for Technical Standardization of the Virtual State of the Principality of Circassia dated April 08, 2021 No. 29 – NZ.
4. Introduced for the first time.
The rules for the application of this standard are set out in the Law of April 08, 2021.
"On the state registration of vehicles in the Virtual State of the Principality of Circassia". The relevant information about this standard is posted on the electronic vehicle registration system, as well as in the Specialized Department of Vehicle Registration under the Ministry of Internal Affairs of the Virtual State of the Principality of Circassia.
1. SCOPE OF APPLICATION
This standard defines the type and basic dimensions, as well as the technical requirements for state registration plates (hereinafter referred to as registration plates) installed on vehicles.
The requirements regulated by this Order, outside the territory of the Virtual State of the Principality of Circassia, are exclusively informational in nature, and are valid to the extent that they do not contradict any other legislation.
2. TYPE AND BASIC DIMENSIONS
2.1. All vehicles registered in the Virtual State of the Principality of Circassia are defined by Group A:- vehicles belonging to legal entities and citizens of the Virtual State of the Principality of Circassia are defined by registration plates for cars, trucks and buses.
2.2. The structure of registration marks should be as follows:
АА 000 АА     где 0 и А - respectively, a number and a letter denoting the number and series of the vehicle registration plate
2.3. On the registration plates on the left should be the inscription "VSPC" and additionally the presence of the image of the State Flag of the Virtual State of the Principality of Circassia.
Note - The image of the State Flag of the Virtual State of the Principality of Circassia should be a rectangle, where on a dark green background there are twelve golden stars in an arc, nine of which are located above, and the other three; lower in the middle of the arc, below the stars there are three arrows crossed among themselves, and above the stars in the middle there is a princely crown of golden color.
2.4. The main dimensions of the registration plates, the location of the "VSPC" inscriptions, numbers, letters and edging on the front side of the registration plates must correspond to those indicated in the figure of Annex A.
NotesThe numbers and letters in the figure in Appendix A are used as an example.
2.5. The letters, numbers and borders on the front side of the registration plate must be convex (trapezoidal), of the same height (on the same registration plate) within the limits of not less than 1.0 mm and not more than 2.0 mm relative to the field of the sign.
NotesThe words "field of the registration mark" hereafter refer to the flat surface of the front side of the sign.
2.6. The following letters may be used on registration plates: A, B, C, D, E, F, H, I, K, M, N, O, P, R, S, T, V, X, Y, Z.
2.7. The shape and type of the figures and letters used on registration plates must correspond to the figure in Annexes A and B, and the thickness of the lines of the figures and letters (including the thickness of the border) must correspond to the values given in Table 1.

3. TECHNICAL REQUIREMENTS.
3.1. Registration plates must be produced in the Specialized Department of Vehicle Registration under the Ministry of Internal Affairs of the Virtual State of the Principality of Circassia in accordance with the requirements of this standard, according to the technical conditions and design documentation agreed with the Government Committee on State Organization under the Grand Duke of the Virtual State of the Principality of Circassia and approved in accordance with the established procedure.
3.2. Registration plates are made of aluminum alloys by stamping with a coating of retroreflective and paint materials.
Notes1. The specific materials used for the manufacture of registration marks, the method of their manufacture, as well as test methods (except for standard and periodic tests) are established in the technical specifications for registration marks.2. In addition to tests carried out by manufacturers, tests of registration marks for compliance with the requirements of this standard should be carried out at least once every three years in the testing services.
3.3. The thickness of the material of the registration plate, excluding the coating, must be (1.0*0.1) mm.
3.4 The technology of drawing numbers, letters and edging on registration signs, including the inscription "VSPC" and the image of the State Flag of the Virtual State of the Principality of Circassia, should exclude the possibility of changing them during operation without destroying the sign or changing the structure of the materials used.
3.5 The registration plate field must have retroreflective properties. The requirements for the color of the field and the quality of registration signs with a retroreflective coating are given in Appendix D. The standards for the colors of the State Flag of the Virtual State of the Principality of Circassia applied to registration signs are set according to the standard, the colorometric characteristics of which must correspond to Appendix D.
3.6 The colors of the field of registration signs, as well as the border, numbers and letters, must correspond to the data specified in Table 2.

REQUIREMENTS FOR THE COLOR OF THE FIELD AND THE QUALITY OF THE RETROREFLECTIVE COATING OF REGISTRATION PLATES
D. 1 Requirements for photometric properties
D. 1. 1 The retroreflective coefficient (the ratio of brightness to illumination) of the retroreflective coating of the registration plate field must be at least the values specified in Table d. 1.

D.1.2 In case of heavy water exposure to the registration plate, the retroreflective coefficient must be at least 90% of the values specified in Table D.1.
NotesVerification of retroreflective deviations is carried out in case of detection of local deviations in brightness during measurements according to D. 1.1.Measurements are carried out at an observation angle of 0°20' and at an illumination angle of 5°.The retroreflective coefficient is measured on several adjacent sites with a size of 50 x 50 mm.
D. 2 Requirements for colorimetric characteristics
D. 2. 1 The color of the retroreflective coating of the registration plate must be within the zone bounded by the chromaticity coordinates specified in Table d. 2 and correspond to the brightness coefficient.
Notes1. Measurements are made when illuminated by a standard light source.2. The light source is positioned at an angle of 45° to the normal of the registration plate.3. The measurements are carried out along the normal of the registration plate.4. For measurements, a sample of the registration plate without the inscription "VSPC", the image of the State Flag of the Virtual State of the Principality of Circassia, numbers, letters, and edging is used.

D.3. Durability requirements
D.3.1 The heat resistance of the retroreflective coating, letters and numbers must be such that, after successive conditioning of the registration plate sample, no cracks, swellings or color changes (discoloration) are observed.
Notes1. The sequence and conditions of conditioning of the registration plate sample must be as follows:- for 7 hours at a temperature of (65 2) °C and relative humidity (10 5)%;- for 1 hour at a temperature of (23 5) °C and relative humidity (50 10)%;- for 15 hours at a temperature of minus 20 °C.
2. For testing, use a fragment equal to half the length of the registration plate.
3. Compliance with the requirements is checked visually.
D. 3. 2 The adhesion of the retroreflective coating must be such that, after conditioning the sample of the registration plate, no detachments of the retroreflective coating are observed.
NotesConditioning of the registration plate sample is carried out for 1 hour at a temperature of minus 20 °C.For testing, a fragment equal to half the length of the registration plate is used.Compliance with the requirements is checked visually.
D.3.3 The impact resistance of the retroreflective coating shall be such that, after testing, no cracks or detachments are observed on the retroreflective coating of the registration plate at a distance of more than 5 mm from the impact zone.
NotesThe impact resistance of the retroreflective coating is checked on a test bench, which must provide a directional drop of the impactor with an acceleration of 9-9.81 m / s2.The drummer must be a ball with a diameter of 25 mm, made of steel.A sample of the registration plate to be tested for the resistance of the retroreflective coating to impact is pre-conditioned for 1 hour at a temperature of minus 20 °C.After removing the sample of the registration plate from the cryocamber, it is placed with a retroreflective coating up on a solid base (a plate with a thickness of at least 12.5 mm, made of steel or cast iron).The impact is made from a height of 2 m.For testing, a fragment of the registration plate is used in a size suitable for carrying out the necessary measurements.Compliance with the requirements is checked with a caliper.
D. 3. 4 The resistance of the retroreflective coating to bending must be such that no cracks are observed on the coating after testing.
Notes1. The tests are carried out at a temperature of (23.5) °C.2. The sample of the registration plate is bent on a mandrel with a diameter of 50 mm for 2 seconds until an angle of 90°is formed.3. During the test, the sample of the registration plate must be turned outward with a retroreflective coating.4. For the tests, a fragment of the registration plate of a size suitable for the test is used; the flanged upper and lower edges of the sample of the registration plate must be cut off.
D.3.5 The water resistance of the retroreflective coating must be such that after conditioning the sample on the coating there are no traces of damage affecting it's effective operation.
NotesThe sequence and conditions of conditioning of the registration plate sample must be as follows:- for 24 hours, the sample of the registration plate is kept in distilled water at a temperature of (23.5) °C;- within 48 hours, the sample of the registration plate is dried at a temperature of plus (23 5) °C and relative humidity (50 10)%.
A whole registration plate is used for testing.Compliance with the requirements is checked visually.
D. 3. 6 The cleaning capacity of the retroreflective coating must be such that, when tested, the retroreflective coating can be easily cleaned without damage.
NotesBefore testing, the retroreflective coating of the registration plate must be lubricated with a mixture of engine or transmission oil and graphite. The brands of oils and graphite used in the test, as well as the composition of the mixture, are not regulated.During the test, the retroreflective coating is wiped with a weak solvent (heptane), followed by washing with a neutral cleaning solution. The cleaning materials, as well as the brand of the solvent and cleaning solution used, are not regulated.For tests, a fragment equal to half of the registration mark is used.Compliance with the requirements is checked visually.
D. 3. 7 The resistance of the retroreflective coating to the effects of fuel must be such that, after conditioning the registration plate sample, there are no traces of damage on the coating that affect its effective operation.
NotesConditioning of the registration plate sample is carried out for 1 min in the test fuel mixture.The composition of the test fuel mixture should be as follows: 70% n-heptane and 30% toluene.For testing, a fragment of the registration plate containing a letter and numbers is used.Compliance with the requirements is checked visually.
G. 3. 8 The salt resistance must be such that after conditioning, the sample of the registration plate does not show any traces of corrosion affecting the effective operation of the coating.
Notes1. The sequence and conditions of conditioning of the registration plate sample must be as follows:
- the sample of the registration plate is exposed to salt mist for 22 hours;- the registration plate sample is dried at a temperature of (23.5) °C and relative humidity of (50 10) for 2 hours.)%;- the sample of the registration plate is subjected to repeated exposure to salt mist for 22 hours;- at the end of the established conditioning modes, the sample is washed with water, wiped and examined.
2. Salt mist is created by spraying at a temperature of (352) °C a solution consisting of 5% sodium chloride and 95% distilled water.
3. For testing, use the whole registration plate.
4. Compliance with the requirements is checked visually.
D.3.9 The durability of the coating must be such that, after the intensity of the light exposure to the sample of the registration plate, the color characteristics of the coating correspond to the values specified in Table D. 2, and the retroreflective coefficient must not be lower than 50% of the values specified in Table D.1 for the viewing angle of 0°20' and the lighting angle of 5°. The brightness factor must be at least 80% of the values shown in Table G. 2.
NotesA whole registration plate is used for testing.The light source and the time of light exposure are regulated in the technical specifications for registration plates with a retroreflective coating.
D. 4 Sampling of registration marks
D.4.1 At least two samples of registration plates from the same batch, made using the same materials on the same technological equipment, must be tested for compliance with the requirements of this annex.
D.4.2 One of the samples must be ready for installation on the vehicle and is used to check the size, color, shape, location of the inscription "VSPC", the state flag of the Virtual State of the Principality of Circassia, the numerical and alphabetic designations established by this standard and the technical specifications.
D.4.3 For the measurements for G. 1 and G. 2, a sample of the registration mark without the inscription "VSPC", the image of the state flag of the Virtual State of the Principality of Circassia, numbers, letters, and edging is used.
D.4.4 For testing according to G. 3, ready-made registration plates are used with one letter and two numbers applied to them, located in the center of the registration plate, and having free spaces with an area of at least 100 cm2 at the edges.
D.4.5 If the retroreflective coating of the field of the registration plate must be covered with a transparent varnish, the samples must also be covered with this varnish.
Appendix F(required)
REQUIREMENTS FOR ELEMENTS OF PROTECTION AGAINST FORGERY OF STATE REGISTRATION PLATES OF VEHICLES
F. 1 State registration plates of vehicles with retroreflective coating must have anti-counterfeiting elements included in the coating structure.
F. 1. 1 Protective elements are incorporated into the structure of the retroreflective coating by laser burning or interlayer printing during the coating manufacturing process. At the same time, the performance characteristics of the registration marks, including the photo - and color-measuring characteristics of the retroreflective coating, the perception and readability of the signs, must meet the requirements set out in Section 4 of this standard.
F. 1. 2 Each protective element must be in the form of a square measuring 10.0 x 0.1 x 10.0 0.1 mm, inside which the inscription "VSPC"is placed.
F. 1. 3 The inscription "VSPC" should be 3.5 x 0.1 mm high with a letter line thickness of 0.7 x 0.05 mm.
E. 1. 4 The color of the protective elements in the reflected light rays should be darker than the color of the retroreflective coating of the registration plate.
E. 1. 5 The color of the inscription "VSPC" according to E. 1. 4 on the protective element must correspond to the color of the retroreflective coating.
E. 1. 6 The protective elements are located on the field of the registration plate.
E. 1. 7 The placement of protective elements on the field of the registration plate does not depend on the type of the registration plate.
E. 1. 8 The protective elements placed on the field of the same registration plate must be identical.
E. 2 The reverse side of the plate of the registration plate may be marked.
E. 2. 1 In the case of marking, it must contain an alphanumeric inscription that allows you to identify the manufacturer of the blank-the Specialized Department of Vehicle Registration under the Ministry of Internal Affairs of the Virtual State of the Principality of Circassia, the date of issue, and the serial number.
E. 2. 2 The marking must be located in the lower left corner of the reverse side of the registration plate.
E. 2. 4 The method of marking on the reverse side of the plate of the registration plate must ensure the clarity of the image and its preservation for at least the warranty period of the registration plate.
Appendix G(required)
REQUIREMENTS FOR THE INSTALLATION OF STATE REGISTRATION PLATES ON VEHICLES
G.1 Each vehicle must be equipped with the following registration plates::
- one front and one rear - on cars, trucks and buses;
The place for the installation of the registration plate must be a flat vertical rectangular surface with geometric parameters that allow the installation of the registration plate of the appropriate type without deforming it.
G.2 The location of the registration plate must be chosen in such a way as to prevent the sign from being obstructed by the structural elements of the vehicle. At the same time, registration signs should not reduce the angles of the front and rear overhangs of the vehicle, cover external lighting and light-signalling devices, or protrude beyond the side dimension of the vehicle.
G.3 The front registration plate shall normally be installed on the vehicle's axis of symmetry. It is allowed to install the front registration plate to the left of the axis of symmetry of the vehicle in the direction of movement of the vehicle.

G. 4 The position of the rear registration plate must ensure that the following conditions are met::

G. 4. 1 The registration plate must be installed on the axis of symmetry of the vehicle or to the left of it in the direction of movement.

G.4.2 The registration plate must be installed perpendicular to the longitudinal plane of symmetry of the vehicle with a deviation of not more than 3°.

G. 4. 3 The registration plate on the vehicle must be located perpendicular to the reference plane of the vehicle with a deviation of not more than 5°.

Note
If the design of the vehicle does not allow the registration plates to be installed perpendicular to the reference plane of the vehicle, then for registration plates whose upper edge height is not more than 1200 mm, this angle may be increased to 30° if the surface on which the sign is installed is facing up, and to 15° if the surface is facing down.

G. 4. 4 The registration plate must be visible in a space bounded by the following four planes: two vertical and two horizontal, touching the edges of the sign within the angles of visibility.

G.4.5 The relative position of the registration plate and the registration plate lamp (s) on the vehicle must comply with UN Regulation No. 4-00. Uniform provisions concerning the approval of devices for the illumination of the rear number plate of motor vehicles (other than motorcycles) and their trailers.

G. 4. 6 The registration plate must be installed in such a way that at night it can be read from a distance of at least 20 m when the standard lamp (s) illuminate the vehicle sign.

Note
The requirement does not apply to the inscriptions "VSPC", as well as to the image of the State Flag of the Virtual State of the Principality of Circassia.

G.5 Bolts or screws with heads having the color of the field of the sign or light electroplating coatings must be used to attach the registration plates.

For mounting in the field of registration plates, holes with a diameter of no more than 7 mm are allowed. No more than two holes are allowed on the sign. The holes should not be located on the symbols and the border.

It is allowed to attach the signs with the help of frames. Bolts, screws, frames must not obscure or distort the inscription "VSPC", the image of the State Flag of the Virtual State of the Principality of Circassia, letters or numbers on the registration plate.

It is not allowed to cover the sign with organic glass or other materials.

It is allowed to mount registration plates through transitional structural elements that ensure compliance with the requirements of G. 2 – G. 4.
